Dutch prosecutors said three 17-year-old men in the Netherlands are suspected of providing services to a foreign government, with one allegedly in contact with a hacker group affiliated with the Russian government. Prosecutors said one suspect gave the others instructions to map Wi-Fi networks in The Hague on multiple dates, and that the collected information was shared for a fee and could support digital espionage and cyber attacks. Two suspects were apprehended on September 22, 2025, and the third was interviewed and kept under house arrest because of his limited role. The disclosure adds a broader intelligence context around COLDRIVER-linked activity, but the law-enforcement action itself remains centered on the Dutch case.

Dutch arrests in pro-Russian hacking suspicion
Initial DisclosureDutch authorities announced the arrest of two 17-year-old boys in the Netherlands on suspicion of helping pro-Russian hackers, and prosecutors said the teens were suspected of links to government-sponsored interference. One suspect was placed on home bail with an ankle monitor while the other remained in custody, and investigators executed a search warrant at the detained suspect’s home and seized electronic equipment. Local reporting also said the boys had allegedly been approached on Telegram and that one was seen near Europol and Eurojust headquarters and the Canadian embassy carrying a Wi-Fi sniffer.
