Chrome advances quantum-resistant HTTPS certificates and a new root store

Chrome is launching a program to evolve HTTPS certificates toward Merkle Tree Certificates (MTCs) and a Chrome Quantum-resistant Root Store (CQRS), aiming to keep TLS authentication resilient against future quantum-computing risk. The effort avoids adding traditional post-quantum X.509 certificates to the Chrome Root Store and instead redesigns certificate proofs to reduce handshake overhead. Google says the work is already being tested with real internet traffic and is being developed with Cloudflare and the PLANTS working group. The rollout is planned in phases through Q3 2027.

Google announces Chrome program for quantum-resistant HTTPS certificates
Initial DisclosureGoogle is developing Merkle Tree Certificates (MTCs) for Chrome to make HTTPS certificates more resilient to future quantum-computing risk, instead of adding traditional X.509 post-quantum certificates to the Chrome Root Store. The program is being developed with Cloudflare and the PLANTS working group, is already being tested with real internet traffic, and is planned to expand in phases through Q3 2027, including a Q1 2027 bootstrapping step for Certificate Transparency (CT) Log operators and a Q3 2027 step to finalize onboarding requirements for additional CAs into the Chrome Quantum-resistant Root Store (CQRS) and its Root Program.
